Paving
Program 2008
The
borough's contractor will begin paving work on the following roads (subject to change based on final asphalt costs) in
late June/early July:
- Barclay from Lenox to Perry
- Berlin
- Demmer
- Marwood
- Radnor
- Sylvan Road
- Woodside from Cherry Valley to Forest Hills
The following three streets have been awarded separately under bid to
Folino Construction. We anticipate that work will begin in August
on these streets:
- Atlantic from Avenue K to Sumner
- Avenue E
- Forest Hills from Niagara to Woodside
Asphalt costs will be determined closer to the time of construction.
In
order to prepare for the program, residents from all streets that may
be included in the program will be notified by mid June via a flier
placed in their mail box or at
their front door by borough personnel. Access to these roads
will be restricted during construction. Text from the flier
is as follows (text will be similar for residents of the 3 additional streets noted above):
The borough’s
contractor, Nagy Construction, will begin work on improvements to the
road adjacent to your property soon. The timing of all work
will depend on weather conditions. No parking will be
permitted where posted and residents and visitors are advised to park
well away from the roadway to allow construction equipment full access
to the road and to protect your vehicle from any damage or asphalt
spray. The crew will post signs listing parking restrictions
which will indicate that work on your road will begin (again, weather
permitting). In certain areas where the road may require
overnight restrictions, residents will be able to park on adjoining
streets.
During construction there will be times when access to your driveway
and/or parking pad may be limited or restricted. Once the
road is completed, there will be a short time when driving on the new
surface will be prohibited to allow the asphalt to cure.
The contractor will likely mill all road surfaces around the borough
first, removing the top layer of asphalt. You can drive
carefully on a milled road though it will create ridges in the surface
that will add to any road noise you may hear. Once all roads
in this year’s pavement program are milled the contractor
will begin one road at a time to restore the surface of the road with
one to several inches of new asphalt. The contractor will
determine the order such work will occur in cooperation with borough
personnel.
In some places wedge asphalt curbs will be installed or
replaced. The borough crew will return after the road
construction is finished and restore the area behind the wedge curb
with either soil and grass or stone depending on the previous condition
of the area. This may take several weeks following the
completion of the construction work.
In future years the crew will return to your road to seal any cracks
that typically develop in new asphalt as the subsurface shifts due to
weather changes.

NOTE (this note will be eliminated for the residents of the 3 streets in question):
Three streets have been tentatively added to the paving program pending
final asphalt costs: Avenue E, Atlantic Ave. (Sumner to K) and
Forest Hills Road (Woodside to Niagara). While the crew is
preparing these streets for possible paving this year, the rising fuel
costs which also impact asphalt costs may prohibit the borough from
including one, two or all three of these streets in the 2008
program. If you live on one of these streets you will be notified
again if we are able to include your street in this year’s paving
program.

budget which explains how the borough evaluates roads and provides a
list of all borough streets with an explanation as to how they are
rated. Council dedicated 1 mill of taxes to road improvements
in 2007 and 2008. That mill provides approximately $300,000 a
year. Future budget decisions by council will determine the
course of the road improvement program as council is required to review
financial information and pass a new budget and approve a tax rate each
